OK I know that I have a popular blog which gets a lot of traffic but I can't believe how many dumb spam comments I get which say nothing and mean nothing.
Why do people comment on blogs?
Either they've got something to say on the debate or they want to attract traffic from one website to another or to get an SEO benefit.
Let's deal with that last point first.
Little SEO benefit comes from comments as the default setting is nofollow. I've heard rumours from people that nofollow does confer some benefit but not from an SEO expert I respect.
As for attracting traffic, sure you can do that if you add to the debate with a pithy relevant comment and link to something that has extra details but it takes more than meaningless words to attract a click.
And if you use keywords rather than a name, then you automatically flag up that you are a spammer.
It does you no good with the blogger or the readers of the blog.
Everything you do on the Internet has a positive or negative effect on what people think about you.
If you're spending time making blog comments - or paaying someone else to comment on your behalf - make sure that it has a positive effect.

I've had similar problems in the past.
I suspect that your spammers are either, as you say, sub contracting their worthless comments to somebody in the Third World or they are using auto blogging software that does not discriminate between target blogs. Either way their aim is to literally upload comments to thousands of blogs in the hope that they will get a short term boost to their Google ranking. (Usually for a one page sales page or Adword site.)
